Tamara Droubi is a Litigation Associate in the Government Contracts and Government Investigations & White Collar Defense groups, with broad experience in complex litigation, federal procurement, compliance and risk assessment, and regulatory/compliance investigations and enforcement. Her clients include companies operating in the fields of aerospace and defense, engineering, aviation, cybersecurity, technology, telecommunications, manufacturing, real estate, health care, life sciences, and humanitarian and development aid.

Ms. Droubi has successfully assisted individuals, non-profit organizations, and U.S. and non-U.S. companies with compliance, ethics, and regulatory issues and government enforcement actions (criminal, civil, regulatory and administrative). Ms. Droubi’s experience includes defending clients against claims arising under the False Claims Act (FCA), Foreign Corrupt Practices Act (FCPA), Small Business Act and implementing regulations, Anti-Kickback Statute, Stark Law, and wire fraud and false statements statutes. She has led internal investigations relating to whistleblower allegations/qui tam actions, addressing a range of compliance issues (e.g., misappropriation/mischarging of funds, defective pricing, conflicts of interest, kickbacks, product substitution and quality assurance, cybersecurity, size status and pass-through schemes, irregular/violations of internal controls and accounting practices, cross-border transactions and operations, anti-bribery and anti-corruption, procurement fraud, fraudulent claims for payment, retaliation and obstruction).

Ms. Droubi assists clients in responding to subpoenas and document requests; engages with government counsel and investigators; prepares witnesses for testimony; gathers evidence and interviews witnesses; makes presentations to boards of directors, audit committees, independent auditors, the U.S. Department of Justice (DOJ), Offices of the U.S. Attorneys and Inspectors General and state and federal agencies; litigates against allegations of misconduct; negotiates settlements and administrative agreements; and manages reputational damage.

Ms. Droubi counsels clients on a wide range of federal procurement, nonprocurement (grants and cooperative agreements) and business issues, including risk assessment, voluntary disclosures, suspension and debarment, developing and improving compliance and due diligence programs, cybersecurity and privacy, data rights, personal and organizational conflicts of interest (OCIs), procurement integrity, small business and prime-subcontractor matters, mergers and acquisitions, and economic sanctions. In doing so, she engages with civilian and defense agencies, including U.S. Aid for International Development (USAID), General Services Administration (GSA), NASA, Department of Transportation, the Army and the Air Force. In addition, she assists government contractors with pre- and post-award bid protest litigation before the Government Accountability Office (GAO), U.S. Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, and state and federal agencies.

Ms. Droubi is an experienced litigator. She has appeared on behalf of clients in federal and state courts at the trial and appellate levels, as well as representing clients in negotiations, mediations and arbitrations. Ms. Droubi provides prelitigation advice to help clients avoid or mitigate litigation risks. When litigation is necessary to achieve the client’s best interests and goals, Ms. Droubi assists clients with all phases of litigation.
